New Topic problem

After created a new topic, I'm able to create the topic session but cannot create the subscriber and publisher. I have some existing topics and they work fine.

This there any setting that I missed out?

Using 3.1.0

Sorry problem solved,

Forget to give public group grants for the new topic.
