Relation between Proxy Server settings and HttpURLConnection

Is there any relation between Proxy Server settings and HttpURLConnection .

Is there any changes need to do in O.S.(WinNT) Proxy Server settings, so I could get all Header part of URL using HttpURLConnection.setRequestMethod("HEAD").

While searching i found that there is something to do with Proxy setting ,but i am confussed, So asking you.

Java has its own set of properties for managing connections through a proxy server, as opposed to those you can set in Internet Explorer (which is what I presume you mean when you say "O.S. Proxy Server". Hence, if your LAN is behind a proxy server and you want to open an HttpURLConnection to the outside world, you need to set the appropriate proxy server settings first in your JRE properties.
