How it is looks like to download and remove applets from JavaCard hardware? Is it possible to make applet not downloadable for the security reasons?

Yes, that's accomplished when you install the applet upon the card.
Using the ISO 7816 apdu, CLA=80/84 INS=E6 P1=02-load ONLY, 04-install, ONLY 08-make selectable, 0c install & make selectable.

sounds like you'll issue the P1=04
