I was trying to configure my Windows XP system to use appletviewer. I installed JDK1.3.1_01 and I changed the Path variable in control panel -> system to include c:jdk1.3.1_01 in. I can compile my applet from the command line and it works fine. Then I tried to execute my html file for my applet; here is the command I used:

appletviewer MyApplet.html

And what happens is the command line prompt comes back. My applet is never executed.

Is there something different I need to do?

Note: I noticed on XP that there is no classpath variable.

You don't need to set the CLASSPATH. It sounds like your MyApplet.html file content don't match what you are trying to load. Either no APPLET tag or other content bad.
