Create new user from java servlet

Hello good friends
I can not create new user in Linux (for pop mail,...)
I read in forum said that create new user after that change password. But when i do it the system say can't lock passwords file.
How can I do?
If you have a good way, please tell me.

Your servlet is trying to do something for which it doesn't have permission. Only the superuser can create new users, but your servlet engine is not running as that user. See this FAQ entry and this FAQ entry for discussions of this problem.
