The problem is with kde2.x.

Use gnome...

However you should update use jdk1.3.1
to run jbuilder.
to do that change the folowing file
$JBUILDER_HOME/bin/jdk.conf

mine looks like this

#===============
# Set the path for the JDK
javapath /home/pmn/java/jdk1.3.1/bin/java
# Add the tools.jar
addpath /home/pmn/java/jdk1.3.1/lib/tools.jar
vmparam -Xverify:none
# +-----------------------------------------------------+
# | |
# | Uncomment the following line if you are having |
# | problems with your default file encoding. This |
# | problem is evident in some locales |
# | |
# +-----------------------------------------------------+
vmparam -Dfile.encoding=ISO8859_1

with the jdk1.3.1 the problem
of huge windows is solved in KDE
but code insigth does not work :-))

see bug report on kde site

Don't know... but I noticed similar problems with RH7. Try different JVM. I believe it's due to different implementation of video rendering of swing components.
