If the user is anonymous, and hasn't had a chance to
select a locale for the session, then if they return to the
page later, it would use the default locale for the server.

Automatically adding the locale to each
hyperlink/query string, and then using that to set the user's
locale is not the default behavior, but it does sound like
something that could be added.
