While creating a war file using ant ,what is webxml file ?
What is the use of it?
why do we need this file?

What will be the content of this file?

I would encourage you to read the J2EE specification to understand more about web.xml, but essentially its the web application settings such as servlet mappings, JNDI connection lookups, TLD definitions, etc.
