It seems that com.borland.jbuilder.runtime.RuntimeActionPool.compileAndRun references a constant BUILD_WITH_PROJECT wich is not defined in the class and you get an error. Something is wrong with JBuilder classes, it could be an older JBuilder jar still present in classpath. I cannot realize what is happening. Wich version of JB are you using? On wich OS? After this error, JBuilder what does? it stops? works propearly? what else?
Does it works on other PCs?

I suggest you to remove any eventual previous installation of JBuilder, and check the classpath. Then, if the problem persists, try with another installation pack (maybe the one you owns is corrupted).
I cannot image any solution, sorry.
