Setting th default TimeZone on my m/c

I use TimeZone.getDefaults() and I am getting GMT. Is this because my timezone does not have an established name?

Where do I go to set the timezone on my m/c? I do not want to set the timezone in my function. I am using jdk1.3. Thanks.
