The best way to determine the Usability is from requirements docuemnts. This is one of the high priority requirements that should be gathered during the initial stages. If the end of product matches those requirements, then it is 100% useful else you can always measure final usability as % of required usability

The first question is... What do you mean by "program usability"? I.e., are you talking about the end user usability of an application or the administrative usability for the admins and manager types or the programmatic usability of the various facets of the program or the programmatic re-usability across multiple projects or what?
