Is there any way/tool that allows to
compile java source code for specific Operating System? I´m interested in the
win32 platform.

Yes, there are many bytecode to native compilers...

I´m sure you´ve sometimes seen programs that tell: "written entirely in java" or similar, and they are normal win programs. What do they mean then?
