There are documentation on VAJ user administration and also EMSRV/ENVY also known as "Team Server" server also.
Look at the VAJ help (type F1). Look at the PDFs.

Here you should find all the documentations you need.

Just a hint, if you decide to take a IBM VAJ course, remember that they don't have much about administration and team server in their courses.

I don't think there really is an administration course for VAJ out there... Though taking a course on general use of VAJ should help, you can try using this redbook SG24-5245
