Why I cannot read MPEG file from an applet?

The class and mpeg files are in the same folder on my C: drive. I am using JMF, Why I get this error?

IOExceptionPermission Denied: From an applet cannot read media file with extension mpeg
Does this mean I cannot play video inside an applet with JMF?.
