how can i enforce my applicatian to regard to policyfile that i wrote?help!!!!!!!!!

i wrote a policy file with premission that i grant to specific url.
when i excute the application, it run anyway with out consider the policy file.
in order the application recognize the policy file, i did those thing:

1.in the commandline i wrote java -Djava.security.policy == the name of the file

2.in the java.security file i changed the policy.provider value to the new file i wrote

3.i try to set new securitymanager but i cant find a way to tell it to look for my policy file

Did you install the security manager before hand by -Djava.security.manager?
