Eclipse is running in a JRE, but a JDK is required

I am getting following error after I plug-in Maven to Eclipse. First I got a warning "Please make sure the -vm option in eclipse.ini is pointing to jdk and verify that installed JREs are using JDK installs" i have -vm option in the target field in eclipse shortcut properties.Still it's not working. I checked installed JRE in the eclipse and I have JRE1.5.0_13. i have -vm option in the target field in eclipse shortcut properties.Still it's not working.

I checked installed JRE in the eclipse and I have JRE1.5.0_13.

I'm not sure how much more clearly I can say it compared to the message, but it is thinking that you only have the java runtime environment installed, and NOT a full-blown developer kit. There are separate downloads to get just a JRE or get the entire JDK. Check your installed software (Add/Remove Programs under Windows) to see if it lists a proper JDK or not.
