About DOCTYPE PUBLIC on XML. If already have a dtd on jar, why netbeans goes to the web. (Netbeans 4.1) ?

For example I hava a struts config the begins with: ...struts-config PUBLIC "-//Apache Software Foundation//DTD Struts Configuration 1.2//EN" "http://struts.apache.org/dtds/struts-config_1_2.dtd"> I've already checked that I have the file "struts-config_1_2.dtd" inside my struts.jar, witch is for sure on classpath (both compiling and deploying, etc), everything works just fine. But when I try to check or validate my "struts-config.xml", my netbeans 4.1 always goes to the web ? I've also tried to copy the struts-config_1_2.dtd file to the WEB-INF, but without any changes. If my computer is offline, netbeans complains about network connection error. Is there a alway to make things m   More>>

I've already checked that I have the file "struts-config_1_2.dtd" inside my struts.jar, witch is for sure on classpath (both compiling and deploying, etc), everything works just fine. change from "PUBLIC" to "SYSTEM", then delete the "//Apache Software etc.//", and change the url to the local path relative to where the netbeans process starts up.
