catalina.policy permissions

I am trying to connect to a mysql databse through jsp, when
running tomcat with the security manager I get a NoClassDefFound exception
I have added permissions to catalina.policy to allow the mysql driver and jsp code to
connect to mysql. When I grant java.security.AllPermission to my web application
I do not get the exception. Could somebody please tell me what permissions I need to grant.

I have now found a solution to this problem, in catalina.policy
there is a grant statement that defines permissions for all web applications
for some reason this was not being applied to my web application
as I only have 1 web application running on
my server it was acceptable to chage this grant to refer only the
web application required. However, I would still like
to know if anyone knows why this grant was not being applied to my context.
