Problems with parent query driving child queries in JSP

I'll start this by stating our group is new to JSP and JSTL. We are trying to get feedback as to whether the concept we are proposing will even work. We are writing our pages in JSP 1.2. We are looking for advice on our concept and examples if any exist. Here is the concept. We build departmental sites on an intranet. The shell of the sites are the same so we want to use a single template, driven by a database, which will draw in style, navigation and content. We built a demo site and have it pulling in the style, navigation and images based on a department ID. That worked fine. We then worked on pulling in the content our problems began. We built a demo site and have it pulling in the style, navigation and images based on a department ID. That worked fine. We then worked on pulling in the content our problems began.


Our content/body of the page may include JSTL and Query code. When we pulled in the jstl it did not process as needed. Our queries just displayed on the page as text. We tried the various include options to alter the processing order without success. We also tried placing only SQL code records in the database, placing sql:query tags inside of a foreach loop, to create the various queries to drive the page content. Through the looping we attempted to name each query for scoping purposes but that failed. It seemed to just ignore the SQL:Query tags dislaying nothing.
