business delegate vs interface

I'm writing a struts application. I used to program to interfaces from Action classes directly like shown below. What is the advantage of using a business delegate pattern vs programming directly to the interface? I understand that if I change LoginService implementations, I would need to change the line of code below in my Action class. However, if this code is moved to a BD class, it would still need to be changed in the BD. So what are the advantages?

ILoginService loginService = DBLoginService.getLoginService();

Business deligate seperates the model and view layers .
It exactly lies between web-tier and model layer
