there is WH2FO - word HTML to FO project it is opensource
http://www.hpl.hp.com/personal/fabgia/wh2fo/wh2fo.html

Do not know if it suits you.

I would recommend to take a look at RTF2FO (http://rtf2fo.com/)- RTF to XML converter to convert RTF to XML in line with the latest W3C specifications for XSL FO formatting semantics.

It is a commercial one but there is an source code options
