if we develop simple applications which execute on top of PDA and simple deploye over there with some settings

why it is called embedded tech is not stored in chip

I feel the answer really depends on the kind of target device that application is built for.

The J2ME applications are suitable for mobile devices including PDAs and Mobile phones which are in general termed as Embedded devices.

Going by the naming conventions used for technologies in use. J2ME lies in Embedded tech.

I think the answer is, because it could be physically embedded, and Sun would love for it to be; because it is, in theory, small and simple and portable enough. But that's up to the hardware device manufacturer, of the PDA or whatever. I think some of them do actually come with embedded J2ME interpreters?
