There're a bug in the root index (where the queue names are stored). It occured when you create a bunch of queues in a nonordered fashion (via Explorer). Please upgrade to 4.7.0 which has this fixed.

How have you created the queues? With SwiftMQ Explorer/CLI or have you added it in the routerconfig.xml? Also did you orderly shutdown the router or have you hard killed it?
