Fault - faultcode values

I need help for clarify the section 4.4 of SOAP 1.1 specification (Faults). Why? There's a service provider who tell me that his service could return faultcode values like this: XY000127 ; <;Account Number is not valid ; If I have understand SOAP specification this is not possible for these reasons: a) The faultcode value must be one of the 4 classes specified (Client, Server,...) or an extension of these (Client.MyAPP.Security) b) The faultcode has to be qualified. If this is true (but I don't know...), can I answer to that provider his service is not SOAP compliant? Any help would be appretiate.    More>>

Why?
There's a service provider who tell me that his service could return faultcode values like this:

If I have understand SOAP specification this is not possible for these reasons:
