A strange jdbc connection

I can access a Oracle DB which version is 8.1.7 via Oracle SQL*PLUS client,but the jdbc conncection between the Oracle DB and my program could not be set up and the driver I used is Oracle JDBC Thin Driver.The error message is that the network adapter could not establish the connection, but when I change to another Oracle DB which version is 9i, the jdbc connection could be established.I wonder whether the original Oracle DB configuration was wrong and how to solve it.

Any help is appreciated.

which oracle jdbc driver version do you use? for every release of the oracle db there is a 'special' jdbc driver. and show me your connection url.
