writing an application that sends or recieve SMS in not at all complex. As for resources, it all depends on what kind of SMSC u r using...For example, i earlier used Nokia SMSC, it supported Nokia's CIMD protocol. so depending on the protocol u search for it on net and get its details in all probability u will find its implementaiton.
