The config file isn't used for JCWDE, it's used for the converter. Since you are using JCWDE, you won't need the converter because that's for downlaoding your CAP to the c-ref. This is all covered in the user_guide that comes with the Sun kit.
To obtain your own RIX, you have to obtain it from ISO. www.iso.ch and search for 7816 Part 3.
Since you are testing, use a fictious one, like 0x01:0x1:0x1:0x1:0x1.
