We use FreeS/WAN. It works great. I read "Building Linux Virtual Private Networks" before doing anything else, as there are many packages out there to work with. Ultimately we chose FreeS/WAN because of the standard ipsec implementation it provides. One of the requirements was to interface with Windows boxes.If you're building a linux-only VPN then something like VTun or cIPe will work.
