Is there a way to access the VAJ APIs from outside VAJ? For examle, to add files into the workspace without explicitly importing files from within the IDE.

Beginning with version 3.0, VAJ offers a Remote Access to Tool API feature. It can be started and configured from the Options dialog. On the VAJ help system, go to Topics -> Concepts -> Remote tool integration.

From the help page:
Remote Access provides a convenient method to perform basic tasks in VisualAge for Java, such as repository and workspace activities, from outside the IDE.
