This depends on the J2EE Application Server that you are using, but for all of them you will at least require all of the J2EE classes, which are downloadable as part of the J2EE Reference Implementation.

Basically, take the JAR file from your implmentation and add it to your CLASSPATH. The easiest way is to just copy the file to the jrelibext directory under your JDK directory.
