Is there a "fax" web service out there?

It should basically accept MS Word docs to be faxed out.

Guess that would need SOAP with attachments.

Neal,

We at InterFAX offer a fax Web Service. You can find the definition here. The website has recently been upgraded, so the developer's section which deals with faxing through the web service is still under construction. You may contact me directly if you have any questions.

Basically, you can send a fax via a simple or a regular method, then retrieve feedback on the faxes status. You may also view the rendered TIFF file. The service accepts a variety of formats, among them Word .DOC, Adobe .PDF, HTML, URL, TIF, etc.

The cost of sending a fax varies depending on the destination and can be found on the Prices page. Subscribers simply purchase a pre-paid card and use it up by faxing out pages. Broadly speaking, faxes to the US cost between 7 to 11 cents per page, depending on the amount the user pre-purchases.
