Why do we need to restart the server every time the struts-config.xml or web.xml or any .properties file is changed?

Even if I modify a single property value in ApplicationResources.properties file, to see the changed effect I need a server restart.


Isn't there any way to get the latest settings into effect without restarting the server?


My environment is: IBM WSAD 4.0, WAS, and IIS 5.x Webserver

Platform :win2k.


Please help.
