If you want the cancel to work in IE, (or cancel any events) you can use

event.returnValue=false;
event.cancelBubble=true;

window.stop is used to stop the current operation in your web page, which is normally a download of the html page or rendering it on the browser. Once your JSP starts submits the page, the process is happening on the server side, for which you can't really control it.
