I found that I can use ant to bild a project that has aspects in it, but can't run the project from the IDE because IntelliJ tries to recompile each time the run command is invoked... this there a way to turn that "feature" off?

I really like using IntelliJ I'd hate to have to give it up to write aspects, but aspects are an important development in OOP. I hope there will be support for it soon.

Try File | Project Properties. Select the Run/Debug page and at the bottom there is an option "Make project before running/debugging". Turn it off and you are there.
