File permissions problem while creating Tar using Ant

Hi, I am creating a distribution Tar file using Ant which also has to set an "Install" file's FAP modes to "777" or "755" since it has to be distributed to Unix/Solaris users. The build is presently done in NT. The chmod utility with Ant clearly documents that FILE PERMISSIONS like UNIX can't be set in NT builds, but no documentation is available about "modes" attribute of tarfileset commands. Any help/clarification, i would be thankful. This script runs without any errors but does set any
file permissions to Execute (ie. -rwxr-xr-x) for any
files.
