Tomcat 4 cannot redirect the "welcome-file"

I have integate Apache 1.3.x and Tomcat 4.0.x using mod_webapp. I have load the mod_dir in Apache and add the DirectoryIndex index.html entry, at Tomcat, I have add the welcome-file-list to web.xml. When I test, I get the 404 error. I test in these cases: 1. http://mydomain/mywebapp/ , I get 404 error. 2. http://mydomain:8080/mywebapp/ , It works fine, it can redirect to http://mydomain:8080/mywebapp/index.html 3. http://mydomain/mywebapp/index.html , It can show the content 4. I remove the index.html file from mywebapp , Tomcat shows me the directory listing. It seems that Tomcat try to find the index.html, but it is not exist, so list the directory. I have   More>>

I have read a lot of topic about how to redirect a index.html in Tomcat, but the version is 3.x.x. In my case, is it the problem on Tomcat 4?
