I am trying to create an Xdoclet custom template; However the link to "HOW-TO-CREATE-A-Custom-Template" is BROKEN on the xdoclet home page. Could someone please provide me
with another place I could get the documentation? Thanks.

Take a look at the docs/architecture.html file in the distribution. But really the best how-to is the code itself, look at some of the templates and take notes.
