Can I configure my own XML editor so that
it is launched by IDEA for XML/DTD files?

ItÂ’s not possible to configure own XML editor for any kind of files (not only XML/DTD).
As a possible solution you may specify the External Tool from IDE Options/External Tool tab for your own XML editor.
