Why doesn't my I18N application run properly if i18n.jar is!_NEWLINE_!removed form the JRE?

The JRE installed includes i18n.jar under jre/lib/. I removed the i18n.jar to the other directory and set a class path to it. The country and language parts work very well, but both date and time formats do not work.
