Starting Tomcat with startup.bat

I am using Windows98 to install Tomcat and I am having some problems. I have already set all the environment variables, JAVA_HOME,TOMCAT_HOME and set the PATH variable. When i try to start the server using startup.bat i get the following error: Bad command or filename. I have already edited all the batch files in a DOS window and saved them to put them in the right format but this has not worked! Could you please guide me from here, any help would be much appreciated as I would love to start using the server.
