I'm trying to configure Apache to talk to Tomcat on another server with AJP, but we have a corporate policy that requires the communication between these machines be encrypted. Short of tunneling this information through another protocol (i.e. stunnel), what options are there? Is it possible to enable SSL over the AJP connection?

I'm afraid not by default... I would say that, probably, you have to write your own subclass of the apj connector, implementing the encryption. Try to contact the developers at the jakarta projects, maybe they could give you better insight.
