In out forum i came across a answer that

"Yes, that's accomplished when you install the applet upon the card. Using the ISO 7816 apdu, CLA=80/84 INS=E6 P1=02-load ONLY, 04-install, ONLY 08-make selectable, 0c install & make selectable. sounds like you'll issue the P1=04"

what should i do if i want to communicate to a applet ? what is the ins for doing this?

to communicate to an applet you must be able to select it, so you need to install and make selectable. That would be the P1=0c.
