Can be useful UML in defining/developing a assembler based control system?

Do you know any free tool for 8051 microcontroller?

Just as Simon, I think it does not fit assembler code generation. But UML is quite usefull to describe precisely what a system should do, i. e. what the client is awaiting ! UML may also be seen as a communcation language.

Since UML is intended for representing concepts and ideas it might be. Although it's application is likely to be limited as assembly code is not object-oriented by nature.
