How can i send a well designed HTML page as an email,but not as an Attachment .

For Example,NewsLetter.

The easiest thing to do would be to set the content of a Message to be the HTML text. Then set the content type of the message to text/html. If you want to get more fancy, set the content of the Message to be a MimeMultipart. Make a plain text and a HTML text version of your message. Add both to the MimeMultipart (with appropriate content types) and set the content type of the MimeMultipart to be multipart/alternative. This will make it so the mail agent can display a rich text or a plain version of the message based upon user settings.
