Does MimeBodyPart(InternetHeaders, byte[]) encode the part using the Content-Transfer-Encoding included in the passed in InternetHeaders?

When constructing a MimeBodyPart using InternetHeaders in the constructor, does the constructor take into account the Content-Transfer-Encoding if I pass it as an element in the InternetHeaders object?

i.e. I have a jpeg (Content-Type=image/jpeg) and I want to make it part of a Mime message body, when I construct the part, if create an InternetHeaders object and add the header Content-Transfer-Encoding=base64, does the image get automatically converted to base64 at construction time?
