Parsing stuts-config.xml errors

I am using Tomcat ( 3.2.3 ) to support various web applications. The server is struts enabled. All development work was performed while connected to a network. However, when launching the server without an active network connection, the file will not parse (fatal sax parse error).

Do you know of a work around to this problem?

This does happen in some places, though it is undetermined
as to why. The DTDs are in the JARs, and the system
should be able to find them there without an Internet
connection, and most systems do manage to do this.



The workaround is to set

validating=false
in the web.xml.
