Would you recommend Tomcat over the Java Web Server as a JSP, Servlet Server? I am primarily concerned about performance, ease of use issues.

Yes. We started porting our Java applications to Servlets/JSP/etc...last spring and our first choice was Java Web Server. When we tried to integrate a third party chart generation software package we had trouble with JWS finding compiled class files. When we bailed on JWS and went to Tomcat the exact same compiled class files produced successful results. We felt that we wasted too much time on JWS.
