how do i execute a sql statement "import from C:\test.del of del messages C:\test.msg insert into tablename", in java directly into database without call any batch file

As Bozidar Dangubic points out you are not tring to execute SQL but are obviously wanting to use a DB utility called "import" to move data into your database. For this kind of functionality you would have to impliment the mechanics of obtaining data from the file and executing a set of stock SQL statements using JDBC. Review the recent question labeled free JDBC drivers for flat files that might be helpful to you in creating something. Other than that your are limited to using the OS specific binary you are making reference to.

can't do it unless it is a driver-specific feature. that is not in the scope of JDBC since your statement is not standard SQL.
