Create new POP Mail Account by command line????

Hi good friends !
I have a problem. I want to create a mail account from web page. But javaMail API do not support. Some friends said me write command line to create but i can not find that command line .
I need your help!

On a Linux box, new mail accounts usually result from creating new users, which you can do with the Linux useradd command. The process running useradd will need to have super-user privileges.
