changing access rights of linux user

How can i change the access rights for a linux user using java ,for example user is allowed to ftp access only or telnet access only or full permissions.
Can any body help?

What are "full permissions" as differentiated from ftp or telnet access?

Linux has no centralized permissions structure that lets you set access rights as you describe. It might be possible to configure the ftp or telnet daemons to allow or disallow certain users - you'll need to check in the documentation about those daemons.
